Hefei, capital of Anhui Province, has installed a “big data” system which allows the inhabitants and the government a wide range of services and controls. The basic data set covers all 8,196,000 citizens, with a total of over 7 million electronic health records. If citizens have applied for one of the 1,464,000 electronic health cards issued so far, they can use it for online appointments and payments in the health sector. Their card can also be used to request for a total of 168 civil services provided by city hall. The card is also good for driving in the city, as it provides 7×24 hrs information on traffic congestion and on free parking space in real time. To this end, 1,300 intersections and 649 roads in 70 key areas are being monitored by traffic police and skynet data with over 25 million data per day, including the situation along bus routes.
