The proportion of basic research spending within the total research and development (R&D) expenditure of central state-owned enterprises (SOEs)—enterprises directly under the central government—had risen to 9.4% in 2025, from 56.5 billion yuan in 2021 to 102.4 billion yuan in 2025, with the corresponding ratio climbing from 6% to 9.4%. From 2022 to 2025, the R&D expenditure of central SOEs exceeded 1 trillion yuan for four consecutive years.
Central SOEs have led the establishment of 474 national-level platforms, including 91 national key laboratories. In 2025, eight research institutes dedicated to common industry technologies were established, bringing together specialized talent to strengthen applied basic research and the development of shared technologies. Furthermore, focusing on cutting-edge technological fields and industrial development needs, 58 central SOEs have set up 97 proprietary technology development centers; these have already yielded 121 original achievements in areas such as new power systems, 5G, and next-generation mobile communications.
