According to the latest China Green Electricity Certificate Development Report (2025), a total of 2.947 billion green electricity certificates (green certificates) were issued nationwide in 2025, of which 1.893 billion were tradable certificates, according to information obtained from China’s National Energy Administration on the 17th.
By project type, conventional hydropower, wind power, solar power, and biomass power generation continued to account for the majority of green certificate issuance.
In 2025:
- Conventional hydropower projects issued 1.052 billion certificates, accounting for 35.7% of the total.
- Wind power issued 1.039 billion certificates, accounting for 35.26%.
- Solar power issued 672 million certificates, accounting for 22.81%.
- Biomass power generation issued 165 million certificates, accounting for 5.61%.
The report also stated that China’s green certificate trading volume once again reached a record high.
In 2025, the nationwide transaction volume increased by 108% year-on-year to 930 million certificates. Among them:
- 680 million certificates were traded independently.
- 250 million certificates were bundled with green electricity transactions.
As of the end of December 2025, the cumulative nationwide trading volume had reached 1.483 billion certificates, including:
- 995 million independently traded certificates.
- 488 million certificates linked to green electricity trading.
By industry sector, the manufacturing industry accounted for the largest share of purchases, representing approximately 55.42% of total transactions. Green certificates have become an important tool for manufacturing companies to fulfill commitments to green development and reduce their carbon footprints.
Other sectors included:
- Electricity, heat supply, gas, and water utilities: approximately 18.43%
- Scientific research and technical services: approximately 4.37%
- Information transmission, software, and IT services: approximately 4.31%
- Leasing and business services: 3.32%
- Other industries combined: approximately 14.15%
As of the end of December 2025, the total number of participants in China’s green certificate trading market had reached 145,400, including 132,600 corporate buyers and 12,800 individual buyers.
