China’s public patent license system is expected to help technology transfer to SMEs

China’s National Intellectual Property Administration of China has implemented a patent commercialization public license system that has achieved good results, with more than 17,000 licenses granted. This year, the system will become fully implemented. Universities and scientific research institutions are very active in the system.

Strengthening the practical application and operation of patents plays an important role in developing new quality productivity and promoting high-quality development. The number of valid invention patents in China exceeded 4 million by the end of 2023.’

According to the patent office, the system will accelerate the organization and utilization of existing patents from universities and scientific research institutions, form a patent library that can be put to practical use, strengthen accurate matching with companies through level-based and type-based management, and provide accurate patents. It is expected to implement the patent industrialization SME growth promotion plan, solve the two problems of practical application of patents by universities and scientific research institutes, and technology acquisition by SMEs, and use patented technology to develop small and medium-sized enterprises.
