China’s Ministry of Industry and Information Technology (MIIT) issued a “Notice on the Implementation of National-Level Zero-Carbon Factory Construction,” launching an initiative to build national-level zero-carbon factories (including zero-carbon computing facilities).

Zero-carbon factory construction refers to efforts to continuously reduce carbon dioxide emissions within operational boundaries—gradually approaching a near-zero level—through emission-reduction measures such as technological innovation, industrial structure adjustment, and management optimization.

The notice outlines a process to select manufacturing enterprises and computing facilities that possess a solid foundation for construction, clear objectives, and concrete implementation plans, and that commit to achieving their goals within a specified timeframe; those demonstrating excellence will be listed for national-level zero-carbon factory development.

The evaluation indicator system for construction consists of two categories: “core indicators” and “guiding indicators.”

Core indicators represent the fundamental, decisive, and mandatory elements of zero-carbon factory construction.

Guiding indicators comprise four categories and eight specific items designed to systematically encourage continuous improvement in areas such as energy-saving and carbon-reduction retrofitting, the adoption of energy-efficient equipment, and digital energy and carbon management.

The MIIT will conduct unannounced spot checks and verifications of the entities involved and perform final inspections based on the principle of certifying facilities as they reach maturity.

Enterprises and facilities that pass the final inspection and evaluation will be officially certified as national-level zero-carbon factories.
