Beijing announces plan to accelerate R&D through AI (“dry-wet loops”)

The Beijing Municipal Party Committee’s Leading Group for Education, Science, Technology, and Talent Work has issued the “Implementation Plan for Accelerating AI-Driven Scientific Research Support in Beijing (2026–2028)”. It outlines key measures to drive the creation of a global hub for AI-driven scientific innovation and support the development of the Beijing (Beijing-Tianjin-Hebei) International Science and Technology Innovation Center.

The Implementation Plan sets a goal to achieve significant, original breakthroughs in the fundamental theories and key technologies of AI-driven scientific research by 2028, aiming to establish a global hub for AI-driven scientific innovation. It also outlines 18 major tasks across five key areas. Specifically, these include:

  • Accelerating the systematic development of autonomous laboratories, promoting the smart upgrading of critical scientific infrastructure, and establishing a new “dry-wet” integrated closed-loop model where computation and experimentation provide mutual feedback.
  • Creating model cases in six key fields—such as high-energy physics, materials science, and medical healthcare—to shorten R&D cycles and reduce experimental costs.
  • Building a three-tiered system comprising “fundamental theories, general-purpose scientific models, and specialized models” to promote the deep integration of AI and traditional scientific computing.
  • Developing standardized scientific data infrastructure to eliminate data silos in scientific research.
  • Comprehensively promoting talent development and recruitment, the deployment of computing power, and international exchange and cooperation to build an open and collaborative innovation ecosystem.
