Three-year action plan would rise energy efficiency in nine energy-intensive industries by ~20 percent

Five government agencies, including the National Development and Reform Commission, have launched a three-year initiative aimed at making significant strides in energy conservation and decarbonization within key industries. Spanning three years starting in 2026, the plan targets nine major energy-intensive sectors—including iron and steel, electrolytic aluminum, cement, and coal-fired power generation—to comprehensively implement energy-saving and low-carbon measures. It seeks to encourage enterprises to maximize their energy and carbon efficiency, thereby supporting the achievement of peak carbon dioxide (CO2) emissions and carbon neutrality goals.

According to the action plan, by 2028, the proportion of production capacity meeting current energy efficiency benchmarks is to increase by an average of 20 percentage points in key industrial sectors such as iron and steel, electrolytic aluminum, cement, and flat glass, and by 15 percentage points in the coal-fired power sector. Production capacity falling below energy efficiency standards is to be essentially phased out, with the ultimate goal of achieving cumulative savings of over 100 million tons of standard coal and a reduction of more than 200 million tons in CO2 emissions.
