According to the China Institute of Architectural Science, China during the 13th Five-Year Plan period had a super-energy-saving building specific financial incentive of over 1 billion yuan (about 130 million €) from trial and test projects. It played an important guiding role in promoting large-scale dissemination. The area of the ultra-energy-saving and near-zero energy construction projects under construction and already constructed is now over 10 million square meters. The “14th Five-Year Plan (2021-25)” Plan and Long-term Goal Outline by 2035 states that model projects for near-zero energy construction and near-zero emissions will be established. The large-scale promotion of the spread of ultra-energy-saving buildings will have an important supporting effect on China’s “peak out of CO2 emissions in 2030 and carbon neutral in 2060“.
