China’s Ministry of Science and Technology and Ministry of Finance have jointly developed the “Action Plan for Enhancing the Technological Innovation Capability of Enterprises (2022-2023)”.

It calls for policies such as tax concessions for high-tech enterprises, a mechanism for enterprises to participate in national science and technology innovation decision-making, a directory of key areas in which the state encourages enterprises to research and develop, support enterprises to invest in basic research, promote the growth of SMEs as an important source of innovation, increase the concentration of scientific and technological talents in enterprises, strengthen venture capital, open public science and technology resources to enterprises, strengthen industry-university-research and integrate small, medium and large enterprises, and improve internationalization. According to plan, by the end of 2023 a large number of companies and SMEs will have become important sources of innovation, forming a fairer and more just innovation environment.
