The Zhengzhou municipal government in Henan province aims to build a “cultured diamond capital”. The key company for this goal is Henan Huifeng Diamond Co., Ltd. which, by depositing and growing diamond seed crystals, create rough diamonds one after another.
The plan calls for building an industrial ecosystem consisting of “three centers, one hub, and one base.” Specifically, it will develop a standardization and digital trading center for cultured diamonds, a processing, design and innovation center, a consumption and brand dissemination center, a trade and distribution hub, and a professional service base. Under the plan, Zhengzhou will build a universal digital transaction service platform, encourage the development of industry standards, and regularly publish price indexes to increase the influence of cultured diamond standard prices on the market. It will also attract and develop senior engineers and skilled human resources in the field of cultured diamonds. The aim is to increase the number of human resources involved in diamond cutting, polishing, design, and stone setting in the Zhengzhou region to 20% or more of the total number of human resources in the same field nationwide. Furthermore, by building a product inventory sharing platform and increasing the annual trading volume of rough diamonds through this platform to more than 30% of the national total, we aim to become a distribution center and trade hub for cultured diamonds in China.
Regarding attracting processing companies, the goal is to attract at least 5 cultured diamond processing companies by the end of 2026, and increase the number to 15 or more by the end of 2028. It also aims to become a regional public brand or collective trademark recognized by the China National Intellectual Property Office. In the field of inspection and appraisal, the city plans to attract two to three internationally prestigious appraisal institutions by the end of 2026.
