The “15th Five-Year Plan for Coal Industry Development (2026–2030),” released on August 10 by China’s National Development and Reform Commission and the National Energy Administration, outlines plans to steadily advance the implementation of a coal production capacity reserve system and encourage large-scale coal mines to actively establish such reserves.
The plan also aims to continuously expand the scale of these reserves and strengthen the operation and supervision of the mines responsible for maintaining them. The objective is to gradually build a reserve structure that is appropriately sized, effectively adjustable and controllable, and robustly guaranteed, with a target of raising annual coal production capacity reserves to over 100 million tons by 2030.
