OPC, short for “One Person Company,” is a new style of entrepreneurship and organization in which an individual, with the support of AI tools, performs all processes, including product development, market marketing, and user services, relatively independently.
In August 2025, the State Council issued its Opinions on the Further Implementation of “Artificial Intelligence Plus” Actions, first proposing the concept of “smart native companies” that incorporate AI from the start. OPC is considered one practical form of this smart native company, characterized by low cost, small scale, and rapid iteration.
Currently, there are dozens of OPC-dedicated communities across China, spanning over a dozen cities, including Beijing, Shanghai, Shenzhen, Suzhou, Nanjing, and Hangzhou. The Beijing Economic and Technological Development Zone has begun building an OPC community for modules, investing annually in subsidies for computing power, data, and modules. Chengdu, Sichuan Province, established China’s first dedicated OPC community, focusing on “AI + digital cultural creativity.”
Many cities are treating the cultivation and development of OPC communities as a systematic strategy. Suzhou Industrial Park in Jiangsu Province has announced plans to build more than 10 OPC benchmark communities with a total area of over 1 million square meters. Shenzhen has issued the “Shenzhen Action Plan for Building a Pioneer Area for Artificial Intelligence OPC Entrepreneurship Ecosystem (2026-2027),” proposing the construction of more than 10 OPC communities with an area of over 10,000 square meters and the cultivation of more than 1,000 high-growth AI startups.
OPC service platforms are also constantly improving. Honghui, a community for accelerating solo entrepreneurship in Shangcheng District, Hangzhou, has launched China’s first solo entrepreneurship operating system, providing a unique operating platform for solo entrepreneurs and super individual business owners.
According to Professor Dong Yanling of the China Institute of Economics at Shandong University of Finance and Economics , OPC is an asset-light model that relies on expertise and reliability, and is particularly suitable for areas such as design and training. This is due to the fact that AI technology has lowered the barriers to entrepreneurship. Although OPC is small, it can fit perfectly into the fragmented parts of the industrial chain and play a complementary role as a ‘tentacles’ for innovation by large companies. The emergence of OPC communities across China reflects a shift in the logic of local business attraction from a competition to attract big projects to fostering an innovation ecosystem for individual entrepreneurs in the AI era. OPC communities not only rely on local space to provide public services, but also exert agglomeration effects, promote corporate cooperation, and achieve effective resource integration.
