During the 14th Five-Year Plan period (2021-25), China has made great progress in the operation of its third-generation manned submersibles, accounting for more than half of the world’s annual manned deep-sea dives. With the “Struggler,” China has normalized manned deep-sea dives to 10,000 meters and discovered several new deep-sea species. Based on the Struggler’s “extreme deep-sea diving” technology, the CAS Institute of Deep-Sea Science has launched the “Global Deep-Sea Diving Exploration Program.” Over the past three years, 145 scientists from 10 countries have participated in the program, systematically studying nine of the world’s most representative deep seas.

In 2025, the program was incorporated into the “Global Deep-Sea Exploration Program” as part of the United Nations’ “Decade of the Oceans” initiative.
