China Biodiversity Protection Strategy and Action Plan 2023-30

The action plan of the Ministry of Ecology and Environment serves as a scientific guideline to improve the overall level of biodiversity protection governance and relates to the presidency of China during the 15th Conference of the Parties (COP15) to the Convention on Biological Diversity in Kunming and to the Montreal Biodiversity Framework.

The action plan aims to realize the following items by 2030:

  • Effectively restore at least 30% of terrestrial, inland water, coastal, and degraded marine ecosystems.
  • Effectively protect and manage more than 30% of land, inland waters, coastal waters, and marine areas,
  • The area of protected natural areas, mainly national parks, should account for about 18% of the total land area of the country,
  • The area of terrestrial ecological protection red lines should be at least 30% of the total terrestrial land area,
  • The area of marine ecological protection red lines will be 150,000 square kilometers or more,
  • Improve the integrity index of aquatic organisms in the Yangtze River,
  • Fairly and equitably share the benefits of using genetic resources, DSI (Digital Sequence Information), and related conventional knowledge.

The Action Plan further articulates medium- and long-term goals and visions for the next 35 and 50 years.
