The plan contains 5 strategic tasks: 1. enhance independent energy supplies (clean use of coal, increase in domestic oil and natural gas production, provide emergency reserve), 2. revolutionize and lower energy consumption, 3. optimize energy structure (less coal, more natural gas and nuclear energy, more renewables), 4. expand international cooperation and participate in global energy governance, and 5. promote innovation in energy technology. In renewables, a focus is on non-grain fuel, biodiesel and microalgae.
