The production line will consume 140.000 t/y of straw, and enzyme decomposition takes just 60 min. Pulping residues are used as organic compost. The farmers in the greater vicinity are held to stop stalk burning and deliver straw to biopulping instead. Based on satellite remote sensing, non-complying farmers will be penalized, with a maximum penalty of 200 Yuan.
